Nowadays, there are more and more high-rise and small high-rise residential areas, and elevators have become the first transportation facility that residents encounter when entering and leaving their homes. The problem with the elevator is causing headaches for citizens, and there are even safety hazards. The reporter found through investigation that elevator malfunctions occur from time to time, causing inconvenience to citizens. According to the staff of Dongying Special Inspection Institute, the current number of elevators and escalators in Dongying City is over 11000, with an increase of over 1500 units per year. The problems that occur in the elevators in the residential area mainly focus on incomplete usage records, malfunctioning safety protection devices, and legacy issues in civil engineering.
Problem 1: Incomplete use of archive management materials
Recently, a enthusiastic resident in Dongcheng reported to the 12365 hotline of the Municipal Quality Supervision Bureau that the fourth floor elevator in a hotel on Dongsan Road has exceeded the annual inspection time and poses a safety hazard. After receiving the hotline from the citizens, the Municipal Quality Supervision Bureau immediately arranged for special equipment safety supervision and law enforcement personnel to come to the hotel, and convened relevant responsible persons from the user and maintenance units to implement the elevator problems reported by the citizens. After investigation, the elevator has been inspected and the elevator usage label has been obtained, but it has not been posted yet. Law enforcement officers require relevant units to immediately post the elevator, and also require users and maintenance units to strengthen daily inspections and supervision of elevator maintenance management to prevent such problems from happening again.
According to the report on the quality inspection of elevator maintenance in Dongying City released by the Municipal Quality Supervision Bureau, it was found that many units managed elevators had problems such as the emergency alarm device in the elevator car not answering during on-site inspections, the use of units did not provide safety management systems, maintenance records, emergency drill records, operation fault records, and the safety management personnel did not sign on the daily inspection records of elevators.
Problem 2: Failure of safety protection device
Recently, the 12365 hotline received a call from a citizen who reported that she lives in a high-rise community on Nanyi Road. The elevator on the east side of Building 1 often malfunctions and has dropped, posing a great safety hazard. The citizen believes that there are quality issues with the elevator. The Municipal Quality Supervision Bureau immediately arranged for law enforcement personnel to go to the scene and convened relevant responsible persons from the user and maintenance units to address the issue. After investigation, the cause of the elevator malfunction was that the owner caused too much debris on the sliding track of the hall door during the decoration and loading process of the house, resulting in a large distance between the hall door seams and automatic disconnection of the hall door safety circuit. After the maintenance personnel cleared the track debris and adjusted the distance of the hall door switch, the fault has been eliminated and the elevator is running normally.
According to the staff of Dongying Special Inspection Institute, the problems with elevators mainly focus on the failure of safety protection devices, or the occurrence of insensitivity, unreliability, and other aspects. Some of these reasons are caused by human factors, but they may also be due to the aging of elevator components or the expiration of their service life. For this issue, the Municipal Special Inspection Institute will issue a notice of inspection opinion for special equipment, recommending that the user unit stop using it.
Question 3: Civil engineering legacy issues
According to the Special Equipment Inspection Opinion Notice issued by the Municipal Special Inspection Institute, there is a space under the stairwell in a residential area of Kenli District that can be accessed by people, and it should be sealed and protected accordingly. Some residential areas have only one elevator per corridor that can reach the negative first floor, while other elevators can only reach one floor. The space from the bottom of the elevator that can only reach one floor to the negative first floor should be sealed, and there should be no space for people to enter. There are also some areas where the space did not meet the corresponding standards during construction, such as insufficient length, which are problems left over from the construction at that time and are difficult to rectify, "said the staff.
According to the staff mentioned above, there are currently no elevator usage signs posted or copies used in the community. After investigation, it was found that some elevators in the community had their usage signs posted, but some passengers tore them up. Therefore, some elevator users had to use copies, or some owners reported that the elevator usage signs were torn up. In addition, many residents in residential areas use elevators to transport decoration materials, which can easily cause elevator malfunctions due to water ingress or dust and sand entering the gaps.
