On October 21st, according to the "Winning the Battle for a Moderately Prosperous Society and Looking at Hefei -2020 Achievement Tour of Livelihood Engineering Construction" series of press conferences, as of the end of 2019, Hefei has completed the renovation of 930 old residential areas, with a total investment of 5.84364 trillion yuan.
In 2020, Hefei City plans to complete the renovation of 103 old residential areas, with a total construction area of 2.1959 million square meters, involving 810 buildings and 24700 households.
At present, all projects have started construction and completed an investment of 285 million yuan, with a completion rate of 62.29%. All projects will be completed and delivered before the end of the year.
In addition, the Hefei government has explicitly stated that old residential areas built and put into use before 2000, as well as government invested resettlement communities, will be given priority in renovation. For cities recognized and incentivized by the provincial government through annual selection, they will receive three rewards: when allocating provincial old community supporting subsidy funds, the first, second, and third place winners will be rewarded with 5 million yuan, 3 million yuan, and 1 million yuan respectively; When allocating special subsidies for central old residential areas, the performance evaluation score will be increased by 10 points; Provide appropriate tilt in the allocation of investment funds and local government special bond quotas within the central budget.

Recently, the Department of Natural Resources of Guangdong Province issued a notice on continuing to deepen the reform of certain planned land use, further standardizing the approval of planned land use for engineering construction projects, improving approval efficiency, and exempting eligible parking facilities, public toilets, garbage stations, etc. from applying for construction project planning permits for the renovation and renovation of old residential areas.
According to the Notice, two types of construction projects are exempt from obtaining a construction project planning permit: one is buildings (structures). Decoration, renovation, and renovation projects that do not change the building area, total height, number of floors, or exterior facade, and do not affect building safety, as well as renovation and renewal projects for old residential areas; Construct a new sports track, no foundation stands, and walls without increasing the building area within the original red line of the land, lay out ground parking facilities and mechanical three-dimensional parking facilities, public toilets, garbage stations, etc.
