Regarding this, staff members of the Yiqingyuan Community Neighborhood Committee told reporters that since May last year, property management companies have applied for housing maintenance funds to carry out major repairs on elevators in accordance with legal procedures. At the beginning of this year, the procedures for five elevators were completed, and more than 940000 yuan in maintenance funds were finally applied for. Previously, the property management company posted a notice in the community stating that they would use maintenance funds to carry out major repairs on the elevators, which was opposed by some homeowners. Owners mainly have doubts about the elevator maintenance process, how to ensure safety after major repairs, maintenance plans, and other issues. The street organized property management companies, maintenance companies, and residents to hold five meetings to explain in detail to residents from a technical and procedural perspective. Currently, a basic consensus has been reached
Raising funds for maintenance is more difficult
It is difficult to repair elevators in high-rise communities with maintenance funds, and it is even more difficult for old high-rise communities without maintenance funds to completely repair elevators. Building B of Jinbao Apartment in Heping District was built in 1997 and moved into in 1999. It is an old community with 14 floors and the elevator has been in operation for 23 years. The aging of various components of the elevator has caused the maintenance unit to repeatedly reduce the load and weight of the elevator, reducing the capacity from 14 people to only 2 people. The owner has repeatedly requested the replacement of the elevator, but due to a lack of maintenance funds, multiple meetings have been held to discuss and resolve the issue of elevator replacement. The staff of Xiaobailou Street Office said that there are two ways for homeowners in the community who do not have maintenance funds to repair elevators: one is to pay according to the proportion of the house area, and the other is to share the maintenance costs. After multiple negotiations with the property owner, it was finally agreed to share the costs. Due to the urgent need to replace the elevator in Jinbao Apartment, the district's Housing and Urban Rural Development Committee and the street have requested approval from the district government to advance funds for the elevator replacement. Subsequently, the community committee will collect and share the cost on a household by household basis.
Each building has different properties
Some old communities in our city have a situation where a building has multiple property rights, such as the Guidu Building in Heping District. The buildings below the 5th floor and between the 25th and 29th floors are commercial housing, while the middle floors are resettlement housing. Resettlement housing is divided into two types: public property and private property. Some residents have paid for maintenance funds, while the rest have not. Regarding the issue of elevator maintenance, the public property room is the responsibility of the district's housing and construction committee. If residents of private property rooms have paid maintenance funds, they will receive them from the maintenance funds. If they have not paid or the maintenance funds are insufficient, they need to negotiate with the residents to share the cost. And it is also very difficult to collect this money, so most of these old communities are putting the issue of replacing elevators on hold. For pure public delivery rooms, although they are the responsibility of the district housing and construction committee, they should also be replaced according to the degree of damage to the elevators.
Correct operation prolongs service life
Heping District is an area in our city where high-rise buildings appeared earlier, and the oldest elevator has been in service for more than 30 years, so it does need to be replaced in a timely manner. The elevators in old residential areas face two problems. Firstly, they have a long service life and are in disrepair over time; Another more important reason is improper use. For example, when a resident is renovating, transporting sand and gravel materials from bottom to top and engineering waste soil from top to bottom can cause significant pressure on the elevator due to the weight of the sand and soil. Due to the large amount of things being moved, people transporting sand and soil will use objects to block the elevator doors to prevent them from closing. Prolonged opening of the elevator doors can cause malfunctions. During elevator operation, sand or small stones entering the elevator chute can also cause malfunctions. In addition, electric bicycles can also have a negative impact on elevators when going up and down stairs.
Remind citizens to pay attention that using elevators correctly can also extend their service life and provide more security for their own safety. For example, when transporting decoration materials, they need to be bagged for entry and exit; When transporting large sheets, please check the elevator car size in advance; When transporting materials, overloading or jamming of elevator doors is not allowed, which may cause damage and shutdown of the elevator; Do not kick, pry, pry, or lean on the landing door when waiting (riding) on the elevator; Do not squeeze into the elevator car or move items when the elevator overload alarm is triggered; Do not use hands, feet, or objects to prevent the car door from closing; When entering and exiting the elevator, do not act too slowly, and do not step on the floor or car for a long time; Do not play, frolic, jump or press buttons randomly in a moving elevator, otherwise it is particularly easy to cause the elevator safety device to malfunction, resulting in "entrapment" and injury accidents.
