Action Plan for Further Improving Product, Engineering, and Service Quality (2022-2025)

In order to implement the decision and deployment of the Central Committee of the Communist Party of China and the State Council on accelerating the construction of a quality strong country, deepen the implementation of quality improvement actions, and further improve the quality of products, projects, and services, this plan is formulated with the approval of the State Council.

1、 Overall requirements

By 2025, the quality supply and demand will be more compatible, the qualification rate of agricultural and food products will further improve, the ability to supply high-quality consumer goods will be significantly enhanced, the quality of industrial products will steadily move towards the mid to high end, and the quality and functionality of buildings will continue to improve; The extension of productive services towards specialization and the high-end of the value chain is accelerating, and the accessibility, convenience, and satisfaction with the quality of public services for daily life are comprehensively improving.

2、 Promote the upgrading of the quality of people's livelihood consumption

（1） Expand the supply of safe and high-quality agricultural products and food. Strengthen the quality and safety risk assessment of agricultural inputs, promote the application of slow-release fertilizers, organic fertilizers, and high-efficiency low-risk pesticides. Improve the standard system of the entire agricultural industry chain, strengthen the quality assurance of bulk grain and oil products such as rice, flour, and oil, as well as vegetables, fruits, and woody oilseeds. Focus on improving the quality and safety level of dairy products and enhancing the competitiveness of domestic infant formula milk powder. Strengthen the supervision of cold chain food, strictly inspect and control epidemic related food, and prevent refrigerated and frozen food that has been de chilled and spoiled from entering the market. Accelerate the construction of a food safety traceability system, strictly control safety risks such as pesticide and veterinary drug residues, heavy metals, and food pollutants. Improve the food quality standard system. Promote the development of green, organic, geographical indications, and qualified agricultural products (three products and one standard for agricultural products), as well as the construction of high-quality agricultural product bases. Improve the intelligence level of rehabilitation aids such as wheelchairs and walking robots, and enrich the supply of visual aids, hearing aids, and reading aids. Strengthen the research and development of new technologies and products such as digital fitting and intelligent clothing, and vigorously promote the quality grading of products in the fields of clothing, footwear, down products, etc. Improve the disinfection, sterilization, cleaning and purification performance of cleaning household appliances, enhance the integration, intelligence and energy efficiency of kitchen appliances, and develop portable small appliances. Strictly enforce the limit requirements for toxic and harmful substances in home decoration products, and improve the quality of kitchen and bathroom hardware, artificial boards, and other components and materials. Improve the quality level of epidemic prevention supplies and emergency supplies such as masks and disinfectants. Promote the reduction, standardization, and recycling of product packaging and circulation process packaging. Increase the high-quality supply of fitness equipment and sports equipment, and improve the quality level of music, dance, and art supplies. Improve the level of creative design for crafts and arts products such as jewelry and art ceramics, as well as traditional cultural products such as silk embroidery and the Four Treasures of the Study. Accelerate the standardization of engineering quality management and promote the implementation of the engineering quality and safety manual system. Strengthen the quality management of residential engineering and explore the promotion of information disclosure on residential engineering quality. Strengthen the research on basic common technologies, improve the reliability and stability of core basic components (elements) such as bearings, gears, fasteners, liquid and gas tight parts, hydraulic parts, pumps and valves, molds, sensors, etc., and extend their service life. Accelerate the localization and application of design and manufacturing process software, promote the standardization of electronic design automation reference architecture, and develop high-end chip key equipment and instruments. Strengthen the research and application of high-end instrument measurement and testing technology, improve equipment accuracy, stability, and calibration technology level. Strengthen the quality and safety control and sampling inspection of industrial raw materials with flammable hazards under certain conditions. Implement the New Material Standard Navigation Action and Measurement Testing Capability Enhancement Project, improve the quality and performance of rare earths, graphene, special alloys, fine ceramics, liquid metals, etc., accelerate the standard development of advanced semiconductor materials and carbon fiber and its composite materials, strengthen key technology research and equipment development for new material preparation. Accelerate the upgrading and iteration of standards, and increase the average time between failures of main grain crop harvesting machinery and tractors to over 80 and 250 hours respectively. Breakthrough the manufacturing process technology of key components in the stability design, control, and transmission systems of construction machinery, and promote the average failure interval time of excavators, loaders, bulldozers, and off highway dump trucks to increase by more than 60% compared to the current national standards. Strengthen the incentive and guidance for core enterprises in the industrial chain, give full play to the role of central enterprises and state-owned large and medium-sized enterprises as the main force, cultivate a group of "specialized, refined, unique and new" enterprises, and focus on solving the bottleneck problems of product performance and quality grade. Strengthen cross departmental and cross domain coordination to promote the connection of upstream and downstream standards in the design, materials, processes, testing, and application industries. Strengthen the promotion and application of traceability codes, item codes, and unified social credit codes for food and agricultural products. 7、 Strengthen implementation guarantee

Each region should include funds for quality improvement actions in their budget, encourage enterprises to increase their investment in quality improvement, and improve the diversified fundraising and guarantee mechanism for quality improvement funds. Eligible R&D expenses incurred in enterprise quality improvement activities are eligible for pre tax additional deduction policies in accordance with regulations. Strengthen the management of government procurement demand and performance acceptance, and better achieve high-quality and cost-effective government procurement. Develop a classification of quality competitive industries and strengthen quality statistical monitoring. Support enterprises to use insurance measures to strengthen product quality assurance, fulfill service commitments, and resolve consumer disputes, and encourage enterprises to actively purchase insurance related to the "three guarantees" of parallel imported vehicles and engineering quality insurance. Establish a sound linkage mechanism for product quality supervision and spot checks, and strengthen coordination, interaction, and complementarity between the national and local governments. Strengthen quality and safety supervision in key areas such as urban-rural fringe areas, rural markets, and online markets, and crack down severely on quality violations. Enhance the ability of quality and safety risk warning and rapid response supervision for imported and exported goods. Encourage enterprises to establish a Chief Quality Officer, deeply implement the "leader" system for enterprise standards and the "leader" action for group standards, and widely carry out special actions to improve the quality of benchmarking and compliance. All regions and relevant departments should strengthen organizational leadership, include improving product, engineering, and service quality as an important part of building a high-quality country and promoting high-quality development, formulate specific plans based on actual conditions, improve supporting policies and measures, and conscientiously implement them.
