Various regions have actively introduced management measures for the installation of elevators in old buildings, and measures such as government subsidies, card payment, and segmented pricing have accelerated the progress of installing elevators in old buildings. Various regions have built "smart" defense lines for elevator safety by constructing emergency platforms for elevators and promoting elevator safety insurance. Various regions have issued elevator safety management measures
Since February 9th, the General Office of the State Council issued the "Opinions on Strengthening Elevator Quality and Safety Work", many regions have successively issued relevant documents to strengthen elevator safety work.
On June 26th, the General Office of the Jiangsu Provincial Government released the Implementation Opinions on Strengthening Elevator Quality and Safety Work.
On July 4th, the General Office of the Anhui Provincial Government issued a notice on further strengthening elevator quality and safety work; On July 27th, the General Office of the Hubei Provincial Government issued the Implementation Opinions on Strengthening Elevator Quality and Safety Work.
On September 7th, the General Office of the People's Government of Yunnan Province issued the Implementation Opinions on Strengthening Elevator Quality and Safety Work; On September 27th, the Draft Regulations on Elevator Safety Management in Fujian Province were submitted for first review at the 6th meeting of the 13th Standing Committee of the People's Congress of Fujian Province; On September 29th, the 5th meeting of the 17th Standing Committee of the Tianjin Municipal People's Congress approved the Tianjin Special Equipment Safety Regulations, which will be implemented on November 1st, 2018.
On October 26th, Heilongjiang Province issued the "Heilongjiang Province Elevator Safety Regulations" which will be implemented from January 1st, 2019.
Various regions have introduced measures for adding elevators to existing residential buildings
In the 2018 government work report, it was explicitly proposed to "orderly promote the renovation of 'urban villages' and old residential areas, improve supporting facilities, and encourage the installation of elevators if conditions permit.". Various regions across the country have actively introduced relevant policies, accelerating the progress of installing elevators in old buildings.
In May, Yunnan issued the "Guiding Opinions on Adding Elevators to Existing Residential Buildings in Cities", which stated that funds for adding elevators to existing residential buildings in cities can be raised through five methods, including extracting housing provident fund.
In July, the Public Welfare Service Working Committee (Center) of Sichuan Special Equipment Safety Management Association for Installing Elevators will produce the "Guidelines for Installing Elevators in Existing Residential Buildings in Sichuan Province".
In August, six departments in Hunan Province, including Housing and Construction, Development and Reform, Finance, Land and Resources, Fire Protection, and Quality Supervision, issued the Guiding Opinions on Adding Elevators to Existing Urban Residential Buildings in Hunan Province.
In September, Tianjin released the "Design Guidelines for Installing Elevators in Existing Residential Buildings in Tianjin", which will be implemented on October 1st.
In November, the Housing and Urban Rural Development Bureau of Suzhou City, Jiangsu Province, issued the "Implementation Opinions on Adding Elevators to Existing Multi story Residential Buildings in Suzhou City" to solicit public opinions.
In December, the Guangxi Department of Housing and Urban Rural Development, in conjunction with the Guangxi Department of Finance, issued the Guiding Opinions on Accelerating the Installation of Elevators in Existing Residential Buildings.
Carry out elevator supervision and spot checks in various regions
In April, the official website of Heilongjiang Provincial Quality Supervision Bureau reported on the supervision and spot checks of elevator installation, renovation and maintenance units. Among the 53 inspected units, the inspection team of Heilongjiang Provincial Bureau conducted on-site classification evaluation and scoring on 41 of them, with 2 identified as Class B, 9 identified as Class C, and 30 identified as Class D.
In October, the Quality Supervision Bureau of Shenyang City, Liaoning Province, announced to the public the results of the 2018 elevator safety supervision spot check in Shenyang City. A total of 516 elevators, 188 users, and 103 maintenance units were randomly inspected. 458 elevators were randomly inspected as qualified, with a qualification rate of 88.8%.
In November, the Market and Quality Supervision and Administration Commission of Shenzhen, Guangdong Province released the results of the 2018 elevator maintenance quality supervision spot check in Shenzhen. A total of 5011 elevators were randomly inspected, and 112 elevators were found to be unqualified, with a qualified rate of approximately 97.8%.
In November, the Quality Supervision Bureau of Hefei City, Anhui Province, announced the results of elevator supervision and spot checks on multiple units in the city. A total of 130 elevators were inspected this time, with an average score of 84.3 points. During the spot check, it was found that the maintenance record form was filled out improperly and the on-site management level of the maintenance project was insufficient.
Beijing elevator annual inspection changed to "1+1+N" mode
In April, the Beijing Municipal Bureau of Quality Supervision launched a pilot project for elevator inspection reform. For elevators with lower risks, the annual regular inspection was changed to a "1+1+N" mode. For old elevators and high-risk elevators used in public gathering places, on the basis of regular inspections, high-risk elevator safety assessments and multiple reinforcement measures will be adopted.
At present, the number of elevators in Beijing is nearly 220000, with an annual growth rate of over 10000, and the demand for safe elevator use is increasing day by day.
The relevant person in charge of the Beijing Municipal Bureau of Quality Supervision stated that the inspection and testing methods for elevators included in the reform pilot have been adjusted to: after one year of regular inspection, the next year's regular inspection has been changed to self inspection, supplemented by multiple security measures during the process. Specific measures include requiring self testing content to be higher than regular inspection items; Inspection agencies shall conduct random inspections of no less than 5% for self testing; Promote the purchase of elevator safety liability insurance; Increase the disclosure of regulatory information in pilot reform units.
For elevators with a service life of less than 10 years (excluding those used in public gathering places), their maintenance units (with a certain scale and good safety management level), as well as the maintenance units of all miscellaneous elevators, can be included in the reform pilot after application.
The new inspection regulations have opened up the elevator rescue channel, and the last obstacle is the last one
On July 30th, the General Office of the State Administration for Market Regulation recently issued implementation opinions on the "Elevator Supervision, Inspection and Regular Inspection Rules - Traction and Compulsory Drive Elevators" (TSG T7001-2009, including Amendment No. 2) (hereinafter referred to as the "New Inspection Regulations"), the requirements related to elevator rescue channels, and specific implementation opinions on the requirements related to elevator emergency rescue channels in Annex A of the New Inspection Regulations, item 8.7 (2).
When a trapped incident occurs in an elevator, rescue personnel need to promptly and conveniently reach the nearest service floor station to carry out rescue operations. But in the past, there were some housing buildings, such as stairs and elevator lobbies that were not directly connected and needed to pass through the residents' homes to reach them; Some old buildings also use balconies as elevator lobbies to install elevators, and there are also situations where rescue personnel need to pass through residents' homes to reach the elevator floor doors.
The new inspection regulations clearly provide opinions, and the using unit should take feasible measures to ensure that rescue personnel can use keys or forced means to open doors and windows leading to the elevator service floor, timely arrive at the service floor where rescue is carried out, and carry out emergency rescue drills in accordance with regulations. If rescue measures involve the interests of relevant property owners, the consent of the relevant property owners needs to be obtained.
In addition, the inspected elevator originally met the requirements of 8.7 (2) in Annex A of the new inspection regulations. However, the rescue passage was artificially closed or occupied without authorization, making it impossible for rescue personnel to directly reach the rescue area. Relevant units need to remove the closure to ensure smooth passage.
Shanghai Construction Elevator Emergency Rescue One Platform and Three Systems
In November, according to the Shanghai Quality and Technical Supervision Bureau (hereinafter referred to as the "Shanghai Quality and Technical Supervision Bureau"), in 2018, Shanghai specifically established the "Municipal Elevator Emergency Response Public Service Platform", which has built a three-level rescue system. In the event of elevator distress alarm, the platform can quickly determine the location of the incident and deploy nearby rescue forces to rush to the scene. Next, the Shanghai Quality Supervision Bureau will also develop an application called "Elevator Mobile Rescue APP", which allows citizens to call the police with just one click in case of danger.
"The unified deployment through the platform has greatly improved rescue efficiency." Staff from the Special Equipment Department of the Shanghai Quality Supervision Bureau said that there are currently nearly 250000 elevators in the city, and nearly 3000 alarms have been received this year, with an average of more than 10 per day. Since the trial operation of the elevator emergency response platform in June this year, a total of 1363 elevator trapping incidents have been received through 110 phone transfers, with 557 rescue missions and 231 actual rescues, rescuing 496 passengers.
Xizang implements the pilot project of elevator safety liability insurance
In November, the Xizang Quality Supervision Bureau and the Insurance Supervision Bureau jointly formulated the Measures for the Implementation of the Pilot Project of Elevator Safety Liability Insurance in the Xizang Autonomous Region, which explained the insured, insurance liability, liability exemption and other aspects. During the insurance period, if an accident occurs in the elevator owned, used or managed by the insured, resulting in personal injury or property damage to a third party, the insured shall be liable for economic compensation in accordance with relevant laws, and the insurer shall be responsible for compensation in accordance with the provisions of the insurance contract.
In addition, for each elevator that underwrites elevator liability insurance, the underwriting company will provide its relevant management department with a self-developed "Elevator Guardian" maintenance process monitoring system platform, which will achieve quality monitoring of the maintenance process. Urge maintenance units to complete "semi monthly", "monthly", "quarterly", and "annual" maintenance work on time and with high quality.
As of now, a total of 173 elevators in the region have signed safety liability insurance contracts, and it is expected that a large number of units will sign elevator safety liability insurance contracts in January 2019.
