Firstly, to clarify, high priced elevator maintenance does not necessarily lead to accidents, as the probability is very low. However, maintenance at a price lower than the cost price has a high elevator failure rate and a very high risk of safety accidents. Personally, I believe that low-priced maintenance is a hidden bomb that can cause elevator safety accidents, which is very harmful and difficult to prevent. It should be highly valued by industry associations and government supervision departments.
I recently participated in a government procurement bidding for an elevator maintenance project, which was a comprehensive evaluation. The evaluation method is as follows: "Whether the quotation scope meets the bidding requirements, whether the quotation is reasonable, a total of 10 points, and whether there are any missing or omitted items. For each unreasonable or missing item found in the quotation, 2 points will be deducted, up to 0 points. If the evaluation committee believes that the bidder's quotation is significantly lower than that of other bidders who have passed the compliance review, which may affect product quality, service, or the inability to perform in good faith, they are required to provide a written explanation at the evaluation site within a reasonable time, and if necessary, relevant supporting materials will be submitted. If the bidder cannot prove the rationality of their quotation, the evaluation committee should treat it as an invalid bid."
The result was the lowest bid, and the winning unit was listed as a non star or one star unit in the "2017 Elevator Maintenance Enterprise Quality Assessment and Star Rating Summary Table" in a certain city; Five star and four star units were eliminated due to reasonable prices. This makes me feel terrible, and it's very scary. From participating in several elevator accident evaluations, it can be seen that some are directly caused by maintenance quality. One of the fundamental reasons is the low maintenance price, which cannot achieve standardized maintenance of "cleaning, lubrication, tightening, adjustment, replacement, and repair".
Provide free vulnerable parts and guide rail oil for less than 200 yuan; For maintenance parts priced above 200 yuan, only the parts fee (property comparison) will be paid, without paying labor costs. Most elevators with around 30 floors (up to 34 floors) need to achieve "cleaning, lubrication, tightening, adjustment, replacement, and maintenance". The monthly maintenance premiums of the winning bidder are 197 yuan/unit/month and 249 yuan/unit/month, respectively. May I ask if everyone is willing to cover the maintenance costs? Can we standardize maintenance? Can quality be guaranteed?
In addition to ensuring the wages of maintenance workers, maintenance enterprises also need to have moderate profits in order for the enterprise to develop healthily. The maintenance and upkeep prices, which are not even enough for workers' wages and social security, can only be cut corners. Improper maintenance or withholding of employee social security will result in a reduction in elevator lifespan, and in severe cases, safety accidents will occur, causing significant losses to people's lives and property. This is the consequence of government procurement winning the bid at an unreasonable price for elevator maintenance. It is an invisible bomb. Once it explodes, evaluation experts will be historical criminals, and in some cases, they may be suspected of committing crimes. Colleagues who wish to participate in the bid evaluation must be serious and responsible, determine reasonable prices, and eliminate malicious competitors who are lower than the cost price.
Competition requires fair competition. What are the reasonable prices? Please share your opinions on elevator maintenance industry in the comment section!
Suggestions are as follows:
1. The setting of price barriers should be a reasonable upper limit and open and transparent. The lower limit of a reasonable price is opaque and is used for fair competition by everyone. It is recommended to establish a reasonable lower limit that is in line with the actual situation to ensure quality during the evaluation process, based on the comprehensive situation of industry assessment, market guidance prices, enterprise taxation and social security, and on the premise of ensuring construction quality. This will prevent the lowest price from winning the bid, effectively reflecting fair competition, fairness and science, openness and rationality, anti unfair competition, selecting the best from the best, and promoting social integrity.
Elevators are special equipment, ensuring maintenance quality and safe operation is a particularly important matter. Public opinion is highly concerned about elevator safety, and the country attaches great importance to elevator safety work.
The price below the reasonable lower limit is given a score of zero, which is equal to the price at the reasonable lower limit. The price between the reasonable lower limit and the upper limit is given a full score, and the score is given as appropriate.
2. Performance and comprehensive strength must be based on big data statistics, find reasonable verification channels, and avoid fraud.
3. In the bidding announcement, the units and names of the evaluation experts should be made public, allowing society to supervise their fairness, rationality, and technical level in the evaluation.
Finally, we hope that everyone can work together to eliminate the "low-cost maintenance" of hidden bombs.
