Recently, the Zhejiang Provincial Government Office issued the Implementation Opinions on Further Strengthening Elevator Quality and Safety Work, in order to further improve the level of elevator quality and safety. The implementation opinions will be implemented from April 1st.
The implementation opinions have made clear provisions on promoting the implementation of responsible entities, elevator procurement and maintenance updates, the installation of elevators in existing residential areas, and the communication network inside elevators. By 2020, efforts will be made to establish an elevator quality and safety work system with clear safety responsibilities, effective work measures, sound regulatory mechanisms, and social participation.
Promote the implementation of the first responsibility of elevator usage managers and take responsibility for the daily safety of elevator use. Establish and improve a tripartite coordination mechanism among village (neighborhood) committees, property committees, and property management to effectively resolve conflicts and disputes related to elevators.
Each region should establish and improve a safety assessment mechanism for old residential elevators, clarify the conditions and procedures for elevator users or owners to apply for safety assessments, and establish a safety assessment and hidden danger rectification fund raising mechanism for "three no elevators" without property management, maintenance and repair funds. At the same time, if the safety assessment confirms that the main components of the elevator are severely damaged and pose a threat to public safety, the use of property special maintenance funds can be applied for according to a simplified procedure. For those who have not established a special property maintenance fund, the relevant city and county governments should accelerate the introduction of funding plans for elevator major repairs, renovations, and updates.
Regarding the installation of elevators in existing residential buildings, the implementation opinions clearly require the implementation of elevator usage managers, maintenance units, and special maintenance funds. For the installation of elevators without special maintenance funds for property management, funds will be raised based on the principle of whoever uses and bears the responsibility. Local governments can provide appropriate subsidies and establish a funding mechanism for subsequent maintenance, repair, renovation, and renewal.
In recent years, with the increase of high-rise buildings in Wenzhou city and the improvement of people's living standards, the quality and safety issues of elevators have become increasingly prominent. Safety accidents and hidden dangers such as elevator shutdowns and malfunctions have occurred frequently, and the demand for installing elevators in old residential buildings is increasing. According to the 2018 Lucheng District Elevator Quality and Safety Report released by the Lucheng District Market Supervision Bureau, the one-time pass rate of elevator inspections in Lucheng District last year was only 67.55%, with 605 units failing the inspection; There are 1814 old elevators that have been in use for over 15 years, accounting for 16% of the total; 96333 Emergency Rescue Center handled a total of 1416 elevator malfunctions and trapped incidents. Improving the quality and safety level of elevators and meeting the growing needs of people for a better life has become extremely urgent.
