Question: Regarding regular inspection and self inspection of elevators
1. Is it possible for the user unit to invite inspection agencies to inspect the elevator according to regular inspection requirements and issue regular inspection reports during the elevator self inspection year, without arranging for separate self inspection?
2. Can regular elevator inspections replace self inspection during elevator self inspection years?
Reply from the General Administration:
Thank you for your question! One is the regular inspection system for special equipment established in accordance with the Special Equipment Safety Law, which refers to the regular inspection of special equipment in use by approved institutions with special equipment inspection qualifications in accordance with relevant safety technical specifications to verify whether it meets the conditions for continued safe use. Regular inspection is a technical supervision, a statutory and confirmatory work. Self inspection refers to the relevant testing and inspection services conducted by the user or its entrusted unit, and is responsible to the user. Its work requirements should also comply with relevant safety technical specifications. Therefore, regular inspections cannot replace self testing. The second is that the "Elevator Supervision Inspection and Regular Inspection Rules" and the "Elevator Self Inspection Rules" have clearly stipulated the cycle of elevator regular inspection and self inspection. Special equipment inspection institutions and user units should conduct regular inspection or self inspection according to the requirements of the rules.
