In order to improve the scientificity and standardization of product quality supervision and spot checks, the State Administration for Market Regulation has formulated and revised the Implementation Rules for 147 types of product quality supervision and spot checks, including servers, in accordance with the Interim Measures for the Management of Product Quality Supervision and Spot checks, and in combination with the latest implementation of the standards. After thorough research, the Implementation Rules for 147 types of product quality supervision and spot checks, including servers, have been publicly solicited for opinions.

The public can provide feedback through the following channels and methods.

1. Download the "Feedback Form" (Attachment 2), fill in the feedback, and send it by email to chouchachu@samr.gov.cn The email subject should indicate "Feedback on the Implementation Rules for Product Quality Supervision and Random Inspection".

2. Mail the "Feedback Form" to the Quality Supervision Department of the State Administration for Market Regulation, No. 9 Madian East Road, Haidian District, Beijing (postal code: 100088), and indicate on the envelope the "Feedback on the Implementation Rules of Product Quality Supervision Spot Check".

Implementation Rules for Quality Supervision and Random Inspection of Steel Wire Rope Products

1 Sampling method

Randomly select from the unsold products of the sampled producers and sellers.

Random numbers can generally be generated using methods such as random number tables.

Take one 10 meter sample plate from each batch of products, cut it into two pieces, with one 6.5-meter piece as the inspection sample and one 3.5-meter piece as the backup sample.

For products that comply with enterprise standards, group standards, and local standards, the inspection items shall refer to the above content.

All subsequent modification orders (excluding errata) or revised versions of documents marked with dates are not applicable to these rules. The latest version of any document without a date shall apply to these rules.

3 Judgment rules

3.1 Based on standards

GB/T 8903-2018 Steel Wire Ropes for Elevators

GB/T 8918-2006 Steel Wire Ropes for Important Purposes

GB/T 9944-2015 Stainless Steel Wire Rope

GB/T 14451-2008 Steel Wire Ropes for Manipulation

GB/T 20118-2017 General Technical Conditions for Steel Wire Ropes

The current effective enterprise standards, group standards, local standards, and product quality requirements are clearly stated.

3.2 Determination principles

After inspection, all inspection items are qualified, and it is determined that no unqualified items have been found in the inspected products; If any one or more of the inspection items fail, it shall be deemed that the inspected product is unqualified.

If the quality requirements stated on the inspected product are higher than the standard requirements based on which the inspection items are based in these rules, the quality requirements stated on the inspected product should be used for judgment.

If the quality requirements of the inspected product are lower than the mandatory standards based on which the inspection items are based in this detailed rules, it shall be judged according to the mandatory standard requirements.

If the quality requirements stated on the inspected product are lower than or include the recommended standard requirements for the inspection items in the detailed rules, the quality requirements stated on the inspected product should be used for judgment.

If the quality requirements of the inspected product are missing the mandatory standard requirements based on which the inspection items are based in this detailed rules, it should be judged according to the mandatory standard requirements.

If the quality requirements of the inspected product are missing the recommended standard requirements for the inspection items in this detailed rules, the item will not participate in the judgment.

4 Supplementary Provisions

This regulation replaces the Implementation Regulations for National Supervision and Sampling of Steel Wire Rope Product Quality in the Announcement of the State Administration for Market Regulation on Issuing the Implementation Regulations for National Supervision and Sampling of 90 Products Quality, including Children's and Infant Clothing (No. 15 of 2023).
